Home Care for the Elderly Program

According the Area Agency on Aging (AAA) Summer '96 issue of Glances, this program, Home Care for the Elderly (HCE), is no longer administered by HRS but as of January 1, 1996, it was transferred to the Dept of Elder Affairs. The purpose of this program is to keep seniors living n their homes for as long as possible, to prevent premature or inappropriate admissions to nursing homes.

You ask, "How do they do that?" This program provides case management and financial subsidies to caregivers of low-income, frail elders who would be eligible for nursing home care. Case management is provided by the lease agency in the county while subsidy payments are made through AAA.

Eligibility requirements are: 1) person must 60 years of age or older; 2) be at risk of institutionalization; 3) have a live-in caregiver; and 4) must have income and asset levels used by HRS under the Institutional Care Program (ICP) used by Medicaid for nursing home eligibility.

There are two types of HCE subsidy. The first is a set monthly amount paid to the caregiver to assist with the cost of providing care, usually $106 a month (actual amount varies as it is based on income). The second type of HCE is a flexible payment that reimburses caregivers for purchases of special supplies, equipment or services required to maintain the health and well being of the elderly person. This supplement is not received each month and will vary in amount.
